I'm on Windows 7, and my version of VC is the latest one from Steam. Chrck your mouse sensitivity from windows settings. That's got nothing to do with it. The vertical sensitivity (y-axis) is completely out of sync with horizontal (x), and the in-game setting only affects the horizontal sensitivity - it doesn't even touch the vertical one.
Vice City is capped at 30 FPS regardlesss of VSYNC being on. There is nothing he could have done to the settings to make the CLEO frame limiter not work. I have a feeling he either does not have the proper CLEO installation or he does not have a 1.0 vc-exe.

How aiming is supposed to work in GTA Vice City?
